Yes, you can use a keyword in a single web page 3 to 4 times and if you use more and 4 times then you are doing keyword stuffing for your site and keyword density case occur which is not good for site health and you will not get rank on search engine.

key word density means the percentage of keyword or the phrase which is shown on the total content of a website is called keyword density. In the past 1990 which is the starting stage of SEO key words plays a main role if you use more keywords then you will be given a first place . But now a days the Google has changed the algorithm and their are many things to get a rank not only the key word density. If the key word density is more than 3% the Google will spam you and doesn't get any rank.

Google loves natural content. If your content is natural and unique it will get ranked easily. If you do keyword stuffing the content will not remain natural and google hates it

Keyword density is when a 200-300 word article contains 2-3 % of keywords. This is the best density of keywords for better optimization of websites on search engines.
