I believe that the page load speed is a major factor, but how much it should be? For example, I have one site: the average speed of 108, minimum 26 and maximum 1183
What is a good average speed?

I wouldn't say that it is a major factor.

Not perhaps the most important but it must have some impact because it affect the user experience, and Google wants it to be good.

User experience contributes to an abandon rate on a site. If it loads too long (say you have loads of images or flash etc.), users will get fed up and move to another site. In a way I can see that creating a problem if the slow page is a product page..
You can try Page Speed, which is a firefox plugin that measures page speeds etc. I guess you can say that the faster a page loads the better it will perform, If it loads at 0.43 seconds uploading 37kb of data, you're good to go.
Speed isn't an important ranking factor, I assure you. The main reason it isn't is that SE's cannot read the speed of all hosting servers due to technical reasons and SE's are not in the favoritism business.
