Do you guys think it is effective if a person makes a blog their homepage and the forum to be .com/forum? Will it be an effective way both for link building/SEO and to give some good content?

I have works well however my forum is pretty inactive at the minute Need to put some time aside and work on it

I think it is ok, but to make a busy forum, you have to work more harder.
Because people dont like to participate forums where there are less people

Yes, it is an effective way for the link building but in the blog you will have to post an interesting and informative topic for your readers because readers always like to update the blog at the most. If talking about forum, then the same thing will have to apply because Google give more important to fresh content and people always participate in the forum for getting informative information and answers for their questions.
