I read the post as well and the news is that Google is trying to get better at what they have been doing for years. As technology improves their capabilities expand so that they can do more in less time.
I don't think that Google has a problem with syndicated content or even scraped content. They are really more interested in the presentation of the content than the content itself. If you use syndicated content and add value either by comment/analysis or by aggregating diverse posts/articles on a topic presenting all sides to the story and your visitors find your site useful I really don't think that Google would have a problem with that. The sites that got hit hardest had too much low quality content and/or to much advertizing (to the point that it interfered with the user experience).
