yes ofcourse blog comment is considering to comment in blog and it also help for SEO

it still has value but like others above have mentioned its best for 2nd and 3rd tier links or creating more diversity in link building or anchor text... just don't over do it, there is a lot of services and software out there that will give you tens of thousands of blog links, not the best idea anymore... more is not better, aim for quality!

guess commenting on a blogs still has weight too!

There is no SEO benefit of blog comments mostly blogs allow nofollow comments. The benefit of blog commenting is it brings direct traffic to your site but that can be possible only if your comments are posted on a blog that is in the same niche as your website is.
