I'm not really sure I understand what you are asking. Designing is a way of communication. It tells people about your site without you even knowing it. Keeping it simple generally means you're more focused on the content than the design, which means you're more focused on clients. Well, that's my way of seeing it in any case. When I design something, it always helps to know what the site is about, what they want to do with it, how the want to use it, and such. You need to design accordingly when you know all that.

Like I said though, I'm not really sure what you're asking, so if you can clarify, I might be able to help more.

We cannot bound the website design with specific condition and rules as requirement of various business varies and the way design ideas are also being varied from one business concept to another business. Hence you can categorize the ideas for group of websites which are similar. For example, group of websites with ecommerce module, group of website which provide services in one business niche and according to that you can create template for specific category.

Yeah it depends on the need of the business.
