An icon is a special case of an image file. Most image editors can 'save as' .ico, the icon file extension. I use the freeware image editor Irfanview, but fancier things could probably be done with the GIMP.

A favicon is an .ico file that is 16 pixels square. Because of the limited real estate colors and fonts are of critical importance. The IMTalk favicon is just a cut of the speech bubble from the logo resized to 16px X 16px and saved as 'favicon.ico', the required name for a favicon. The colors and font work well to provide good contrast and readability.

Desktop icons are usually 32px X 32px so a lot more information can be presented. They can be saved under any unique name with a .ico extension.

There are online icon creators that could be found with a search. I have not tried any of them, but I would expect that they give some information about the process.
