According to me, finding a web designer or developer it’s not easy. A good web designer will guide you as to the best practices in web design and make sure your site adheres to the best practices. Ask some few question before hiring.

I ask for the following:


1. View Portfolio, previous work – does it related to what you are exactly looking for?
2. Languages expertise
3. Delivery time and Availability
4. Work Experience
5. Communication Skills
6. Affordability

Definitely it is a very tough task and it is not easy to find a good designer or developers because of scam these days, everyone is claiming to be the best that is where we get confused. I have seen many people showing others work to get work.

I suggest you to pay him just a small amount of money before he'll start working on your project and when he'll finish it, if you'll be satisfied of his work, to pay him the rest of money... in my opinion this is the best solution

Probably not the best idea. It'd be best to at least see some work of his, verified work that is. There are a lot of people who like to cheat people for a bit of money. The best option is to do some research on the person who you plan to hire, this way you can see who this person is. I usually hire people from freelance work to do small portions of the site.

No need to pay amount to website designer. There are plenty of tools available freely. You can search in Google. tutorial is also available in different websites like YouTube. try to learn from there and design your website easily and totally free. I suggest some software for web designing below

-Web matrix
-Word Press

Yes, it is a common practice to show others work to get work. If someone shows you some work then make sure that the work he shows is on his own website not on someone else. Good developers carry a demo on their own site also so make sure to see that demo. To confirm, you can ask the developer to make little changes. If the developer is showing his own work then he will have no problem in making small changes to get accepted. Regarding payment, prefer to go through escrow.

If your designer is qualified and charge fair for such work , then you may hire him But make sure he is not scam. When you approach best designer according to you, now it's your job to describe what you want. What kind of work you want from his side.What is your budget.Check also the portfolio of web designer.

Web Designers or Developers must be hired with their portfolio and experience and also attitude.
