Does bookmarking your url's on perennial PR0 sites have a negative impact on your link profile?
Certainly not... If you are submitting to PR 0 page, neither you gain anything in terms of Pr nor you loose (until your URL is nofollow)
Though, social bookmarking submission on reputed websites have positive effect on your SEO no matter what is the PR of the page.

No...if is was bad you could just blast them at your competitors and get them penalized

No it's not a problem at all! If having these links would penalize your site then all you would have to do is send a bunch to your competitors sites and get THEM penalized

No way! There is no negative effect that these links will have! If it was that easy then all you would have to do is start pumping out these backlinks towards your competitors sites and get THEM penalized
No it will not create any impact. Social Bookmarking is for gaining backlinks and getting traffic. If u bookmark ur site in high PR sites u will get some quality backlinks instead of getting backlinks.. Thats the difference...
Social bookmarking with low PR for me is just for rapid indexing of your pages..
