Is link-wheel creation is the best way to gain back-links and traffic??

Defently... NO!

No doubt link wheel gives you backlinks and sometimes traffic too... But it is believed that this technique is spammy and black hat.

You can try with other legit techniques like forum posting and blog commenting.

Every technique or method that you can follow will leave a footprint - a detectable pattern. However, if it is intricate enough and randomized enough within your scheme there should be no problem - just ask all the SENuke Xer's. Almost none of thenewbies have a problem with getting sandboxed. Right?

Yes,I couldn't agree with MarkUpshaw more.Make the link wheel complicated,make them looks natural.It could be effective to gain traffic from Google.

And forum posting and blog commenting can't be spammy???

Link wheels, like any other technique, can be very useful or very spammy - it is all in how you use them and how much value you want to get out of them.
