As a SEO Point of view, mot important thing is backlinks. However there are certain factors that evaluate the value of your backlinks. Here is these factors.

1- Is It Internal or External?
2- Follow or No Follow?
3- Quality or Quantity?
4- .edu’s & .gov’s or .com’s
5- Anchor Text
6- Page Rank (Authority)
7- Deep Links or Home Page
8- Link Diversity ( Most Important for me)

Whenever you are going to build your backlinks, take care of above factors and by keeping them in your mind, your backlink will really add value to your site. Believe me

if the home page has PR 2 and inside page has PR4, then which one is the best ? and why ?

I will say PR4 page link has more value. Since link juice from page rank mostly matters with actual page rank so inside pages with page rank4 will give you more value. In case your get backlink where home page have pr4 and backlink page have value page2, then you will get link juice of page 2 + some link juice of page rank 4 but not exactly page rank 4. It will be less than 4 and greater than 2.

The page PR4 because it has better PR.
