I am quite new to this topic that is why I am opening it up. Is this only related to the reduction of PR or a significant drop in the search engine results page?

Yes if your site is new and lets say you are getting to much backlinks from questinable resources your site will be placed in sandbox until these backlinks and site itself turns legit in google eyes, but it can also happen to the older sites, but that this is usualy called penalty or as I prefer filter.
