I started learning about SEO from webhostingtalk forum a couple of years back. Since then I have picked up more tips from here and there. I am still very much a novice at this.
Is hard to say that you know seo since there is no proven formula. At begin i started reading about seo but the most of things you will learn them experimenting.
I learned SEO by myself. First i have read many many ebooks, blogs and forums to get informations, then i tested some techniques and i began thinking of every step i has done....
Later I refined my steps and try new techniques.
Today i know very much about SEO, but i think i dont know ALL. So i have to learn every day from informations and trying out some techniques to get results.
What's proven to work nowadays is unique content on a regular basis, relevancy within your website, internal links using relevant keywords, backlinks on relevant sites, blogs or forums.
Other than that...well, there's too much going on at Google to say what will happen.

The best ultimate beginner resource I've found and what I got my start with is a book called Search Engine Optimization: Your visual blueprint for effective Internet marketing by Kristopher Jones of Pepperjam. This book was published in 2009, so some of the content is outdated. The book itself gives a great foundation for SEO. From there, the best thing to do is work in an agency for a while. Working at a reputable SEO agency will give you the best experience you will find anywhere.
I learn everything I know from a membership group by a guy called Daniel Turner (owner of ArticleMarketingAutomation and PLRPro).
It was called "IM Masters"
