Not sure about the question you are asking. Could you please rephrase it as I might be able to help you find exactly what you want and need. Normally, and if I grasp a little of your question, you can put banners on your site yourself, or are you looking on getting paid for running banners on your site?

Yes I think they can accept you, go to the site and try to apply.

You can offer or announce advertise space for sale in different internet marketing and webmaster forums. IMT and DP is great one! Just start a new thread on "Advertising" forum and include all of the features of your blog and stats. This is how I got the blog sponsor within an hour!
