If you grant permission for signature at very starting phase...they will come just for spam. I think more than 70% forum users are spammer who don't know how to promote their sites in different forums. They use to come....puts their link everywhere and get banned.

Better you grant signature permission after a fix number of forum replies.

Why don't you use the way which is used by this forum, you can see the popularity of this forum as well, try to give something to the forum visitors first and they should be in free of course, also provide valuable posts, encourage posters by giving lots of stuff to earn..

I thing you need to know first, what is the most actual trends in that topics; then using different accounts describe it (more easy is just to order it). At least 100 posts, not short - 400-500 symbols. So, when the people can find there something really useful for them, they will return. Then they will start to post.
Its not easy way, but for sure effective.
