Both Of Activity are the best for the site. On page and off page
Off page seo is best way increasing the traffic ranking of website.
off page work is Bookmarking submission
Forum submission
blog commenting
Article submission

On page is more than just working on your keywords only, you have to take care of your site load time, internal linking within your site and linking to authority site in related niches, bounce rate, uniqueness of your article and how you theme the keywords there, duplicate contents on your own site, the way you use your tag, not configuring plugin right in WP, sometimes 2 different pages of your site will be indexed on search engine without you knowing and more.

Your off page is only link building but if you take care of your on page, minimum back links will be needed to rank several of your keywords on the front page of the Search Engine.

You might be correct because if your on page is done correctly, your off page efforts might be paying off without you knowing that it is your on page that is superb.

On page optimization helps to get higher rankings. Off page optimization helps to push it forward and also to maintain the rankings on higher position

Off page gets you to page 1 or 2, once there, then your onpage must get you to the top and/or profitability along with more offpage.

that depends of your niches. if you have a niche with high competition, you need to work a big part of time on the off-page part... if you have a niche with low competition, you need to work on-page
