Most of my keywords is made up of 2 words (phrasal keywords). So how can I make sure if google see them together? for instance "immigration usa", I do not want to be seen as " bla bla immigration" or "usa bla bla"

When you are searching in Google, its displaying all the results related to your key words.Your key word will come together.There are lots of sites using the word USA or Immigration.Google is also displaying their site.So, you cant stop it.
You can place an emphasis, bold or and underline around your keywords. This will set them apart. Make certain that your inbound links are using these phrasal keywords as anchor text. Be certain that you follow good on page seo by using the keyword phrase in each of your title tags and description.

Place your keywords in meta tags, anchor text and title tags. This will surely tell the search engines that you are targeting long tail keywords.
Place your targeted long tail keywords in header tags, if possible.
Look at which keyword has more competition in a short form then make it long as that keyword has high searches and low competition.
Mixing around those keyphrases and related keywords is good for LSI, which makes Google know it's relevant content. Don't worry about Google, they will pick up two, three, four...etc keyphrases whether you like it or not. I'm ranking for long-tail keywords that I wasn't particularly aiming for, but it doesn't matter as it brings more traffic. Check Webmaster Tools for clarity.
