Yes, I have over 30 of these Page Rank 3 pages, not domains. But I am not selling them. Does it really help to boost rankings for a weaker page?

I am not sure if it was Matt Cutt's who said this. Getting rank in search engines is like a social networking (e.g. Facebook & Twitter) the many followers/friends you have, the famous you are. Same with websites, the many backlinks you have on reputable/authority websites, the famous you are to the search engines. That's the reason why they recommend your site through their ranking pages when someone searches for a particular keyword.

Buying links from blogroll or sidebar would help in getting traffic instead of getting link juice also.

So there is no harm if you take this kind of link.
