I must tell that its very simple but I wonder many of Google users are already known about this method. As OP said, you'll get the backlinks from inner page of PR 10 website. So, I think in most of the case, page where you'll drop your backlinks is PR 0. I agree you'll get DoFollow backlinks.

Links is good quality though. Only recommend for newbies..

The backlink on that site index very very fast + they are public viewable and Do follow and the domain PR is 10

Your link will appear at inner page of PR 10 website. Links are not related to any niche. Links will be permanent
