Try Notepad++, a freeware text editor with some nice features. I have opened some pretty large files with it, but I don't know if they were that big. Whatever program you use it is likely to take some time to open a file of that size.

Notepad++ is not notepad that comes with windows. It is a much more powerful freeware text editor.
