This is new to me as well, so my curiosity took over
I have a few different quotes, and something that could make you think a little.
The first reference I have about link churn is from a Google Patent :~ seomoz"Link churn" is "computed as a function of an extent to which one or more links provided by the document changes over time". Once again, Google is referring to the changes in where links point, their anchor text, etc. on a given page. More changes means more "link churn".
and from ongsono, I found something interesting:~ ongsonoLink Churn is Links that appear and disappear on pages are likely to be part of a linking scheme. The rate at which these links appear and disappear is termed “link churn.” If this happens frequently, it may be regarded as spam.
It seems that, if by looking at the patent information, and the second description, Google uses this as a tool to check links on a page, and if they are changing too much, it could show them that there is illegal activity going on.
