Post penguin, I would have to say Press Releases are a G fave that many people don't do. My sites with these links and video cms backlinks survive the stupid penguin attack...

Actually backlinks are most effective to get ranks and traffic. To increase google pr you must need so much quality backlink with high pr site. Also google loves and gives priority .EDU and .Gov domain link. But when you will use anchor text with link then it will help to reach top on google, based that keyword you have used.
