Same as for regular page, in fact you tube page regular page only with video on it.

Sure, you can you what ever linkbuilding method you wish.
This is hard to say, but start slow and see what will develop from this, then repeat and if all is good you can continue...
Remember always use as many different seo/linkbuilding techniques as well as social signals and mimic natural internet behavior/growth of these links.

At the moment, spam backlinks are still working with YouTube videos. So just link away.
Link wheels within YouTube is being reported to have a very large affect too.
Using Hangouts rather than standard video uploads can help too at the moment.

I can not say that you tube will helps to give instant result to your website ranking but i can say that it will give long time strength to your website.
