After a break Google has made a refresh to penguin algorithm.. And no doubt websites that violates quality guidelines by building low quality link or irrelevant link to manipulate ranks will get punished in the SERPs. But those who work under the guidelines and make gradual changes and improvements do not have to worry..instead they may see improvements in the rankings and traffic....

Yes, After Google penguin 3.0 update many site which contain spammy back links got penalizes the sites by pointing them. Ethical S E O is a nice which takes lot of time and must contain unique content and should follow some rules of the webmaster so that stable rank will be given which may change after a few days . I followed this ethical S E O so my site ranked better with strong back links. Many sites which doesn't contain strong back links, genuine content lost their ranking in Google penguin update.

absolutely! one of my friend's website was on top of ranking with just bulk backlinks but after the penguin update we can not find any sign of his website in google ranking
