I don't think that there is something new in Off page in 2013. Few of members said that link wheel is new but I would like to say that link wheel is an old concept.

There is nothing new. I think we all knew about the keyword looking natural from a long time ago.

Work SEO with Old techniques like Directory Submission, Social Bookmarking, Forum Posting etc.. Just only one change is submit your website to high pr sites only which helps to get quality back links.

Nothing new in off page seo, just follow the Google updates and do seo according to that.

In off-page SEO, you have to concentrate on getting natural link it is really very important today.

actually there is nothing new apart from the introduction of new google update, google penguein so you have to watch out for your site, don't over do backlink this may get your site slapped

The best off page seo technique content and article should be unique with quality. in off page seo the most effective activities like guest blog posting, blog posting, forum posting, article submission, PR submission.

I agree with the above, Authorship means a lot in google, make sure you have a G+ account and comment, add, etc.. on other related sites or blogs that have high weight in google already.. do it slowly daily... google is using this for weight as well!!
