Open an account with blogger.com . Make sure your niche is not in violation of bloggers terms of service. Make sure it is not related to **** or gambling or high yield investment programs because these are not acceptable for displaying google ads. Now put some quality content. Improve its layout. Once your site looks good content wise and layout wise, apply for a google adsense account.

I have a blogger account and I posted a travel related articles and after 1 week of posting I decided to apply for google adsense but they disapprove it for the reason that my blog/article should be online for at least 6 months, now I am on my 4th month and I updated it regularly and I've seen improvements in terms of traffic. I don't know if that is enough to get approved here if I will apply today.

No, they don't charge to participate in adsense. And copy-paste blogs are never accepted to participate in adsense. In order to participate in adsense you need a top level domain, blog with fresh non-copied content and more than 10 unique posts. Remember only genuine and good people are accepted in adsense.

Google's requirements for Adsense have changed.

From what I've been told, you should own a top level domain, which means you can't join Adsense by setting up a free myblog/blogger.com site. It should be registered to you, i.e. myblog.com

Your website registration info and the info you apply to Adsense with have to match. And the site has to be active for six months.

This is to prevent people from registering a bunch of .info's and setting up MFA sites.

Yes, sometimes people slip through the system, or they might give you a pass if your blogger site is phenomenal -

However, I have heard of people getting approved in a short amount of time by doing the following:

    1. Create a blogger blog.
    2. Write quality 10 high quality unique articles
    3. Do social bookmarking and social networks - FaceBook and StumbleUpon
    4. Make sure you have "About" and "Privacy" Pages
    5. Avoid widgets, until you get approved, less is more
    6. Get a FaceBook page for your blog and post your feeds
    7. Register for G's Webmaster Tools and add your blog

Make sure your content conforms to G's approved content.

There are two other shortcuts that G may or may have caught on to - create DocStoc account and add 5 or more documents, then apply or get a Flixya account.

    Hope this helps.

its easy, create a blog and then publish about 15 original and unique articles. People from some countries have to wait 6 months, if not, when you have about 15 unique articles, apply for adsense. Note that, you must not publish illegal site content such as nude, gambling, warez and other copy righted materials
