    it means the structure of that directory being fully optimized for SEO purposes (do-follow,related niche,etc) which mean easy for SE spiders to crawl to index your links

    The directories should also be human-moderated and should provide actual content instead of just links. If a directory has nothing but links on the page, it will just be flagged as a spammy backlink
