In bookmarking sites I have sen that they are allowing to publish after 2-3 votes for the submission and till that time it is under upcoming stories, which is giving nofollow links.
How to handle this?

years ago directories where not giving deep submission but now a days more than 75% directories can allow your deep linking like xyz dot com slash page 1 dot html ..
