As per some experienced SEO people's Instruction using same Head tag many times in single post is considerable as spamming. but to keem same text size is also important in some posts. so is there any way? that can change size of Head tag Texts? Any Plugin or anything?

Heading font size is controlled in the css stylesheet for the site. It is easy to change there and will cascade through the whole site.

you can change the size of heading tag from style.css file.
