off-page and on page seo both are the important techniques of seo because both of them has different things to do, in on-page seo we optimize titles and descriptions,making proper URL structure, optimizing external links,text formatting etc . and in off page seo we do social bookmarking,link building etc.

I think both on page and off page technique have equal priority. Through on page, we make changes on websites like the modification of meta tags, right placement of keywords, content optimization and interlinking of pages whereas through off page we build backlinks for our website to increase domain authority, Citation and trust flow.

One of the best ways to make on-page SEO easy is to use WordPress. Then use of a Responsive Theme (or Plugin) will remove any problems with mobile-use (Google will give you a lot less traffic, or maybe remove your site entirely, if it is not mobile-friendly), you can easily do correct Meta-tags, good internal-linking, speed up your site with a free Plugin (Google measures speed), etc.

For off-page SEO, be careful not to use out-dated or incorrect techniques, such as artificial back-linking, which can get you less traffic, or get your site de-indexed entirely (that happened to me, so I know about it, from experience). Good links include guest-posting, forum sigs, social-media posts etc.
