Best practice to write ultimate and unique meta title and description is to follow your competitors. How they describe their business, how they use their targeted keywords. I have 15 projects right now and regular i have to write minimum 15 pages.

I think still Google uses Description mega tag to get the short description in search engine results. So it's important write something eye catchy and something which makes visitors click your web site link.
