I use madmimi.com, first 2500 are free
I would recommand Freshmail.com which is browser based system with free plan - excellent for start. After you sign up, you can use it straight away. Big advantage is its Customer Service so you can call them or email them with any question and they will figure out it for you.
Freshmail can also help with design and they have nice blog with lot of inspirations for getting more from email marketingQuote:
