It will depend on the specific situation. Adwords is a tool for immediate short term traffic. Social media can be part of an SEO program for long term traffic growth.

Social media is great for branding and building trust. But adwords (paid advertising) is hard to beat and works a lot faster.
The question is not logical. These are very different things.
That's like saying, "which is best, food or cars?" . . . well it depends if you are hungry or want to drive somewhere!!
Different methods are good for different things. Some things work well for some businesses, but not others.
Many businesses can make good use of BOTH social-media, AND CPC.
You need to clearly understand what each one does, and how it does what it does.
Then the differences should be obvious. For example, it's easy to promote something, on social-media, for free. But impossible to use AdWords for free. So if you have no money to invest, it's obvious that you've only got one choice.
The main factor for CPC (such as AdWords), is understanding testing. Due to the fact that random events are much more clustered than people assume, a good "rule of thumb" is that you need to spend 4 times as much, on each test, as your offer will pay. So, if you are working with a CPA offer that pays $200 (like some loan offers can do), then each test will cost you $800 before you know if it is profitable or not. If you do a smaller test than that, whether you make a profit or a loss, you don't really know if the funnel is profitable or not.
