If I was you I wouldn't waste the $100. Your budget is too small to obtain anything other than black hat type stuff. You would be better off spending time reading up on what to do and doing it yourself.

Anyone that claims to offer a full SEO package that is white hat only for less than $100 is not being honest with you.

$100 is too cheap for that service, for $100 i can blackhat your site for 1 keyword, first page guaranteed.

Get a Quality Writer to write for you for $100. Use certain keywords and you might get some Generic Traffic from Google. $100 SEO is Black hat which is a NO-NO!
