Look at the top of the flag, it was originally designed with a wire seam at the top, the flapping could have been caused by movement when it was planted. This was the reason given by NASA on curiosity.com: Did the american flag on the moon flap

OKay, got the reason. But why isn't NASA sending another flight to Moon if it is really possible to land on the moon around 1960s but not today.

I'm not exactly sure about that. Maybe they have other projects to deal with, and I know that shuttles and rockets are expensive. Many would write it off as a hoax, but you have to think about it though, if they can transmit photos from mars, then surely they could in fact land on the moon. I know that at the moment though, they are working on trying to see if the moon can sustain life... Or maybe its just a case of "been there, done that" . I think only NASA knows the truth.

Maybe after the 7th time it was perfect (and it is). Similar to WD40 was the 40th 'water displacement' spray that worked.

LOL or it could have been the number of the train that transported the whiskey barrels.... It's all the same. You aren't going to know unless you are part of the organization.
