you can check 365ezone ...they provide hosting for only $0.95/m

You can get a good shared account at Hostgator for around 4$ per month I think.

I have seen a Hostgator promotional coupon recently that gets the first month for 1 cent. Their TOS is one of the more liberal among the major shared hosting that I have checked. They have the highest inode limit that I have seen.
