Hi you can check a2 they are fast and have excellent customer service. As soon as my current plan is up with hostgo I will be switching all my sites over to them. Watch out with the super cheap hosts they usually have terrible up times.
While hostgo is cheap and the staff super friendly, they over load their servers which makes sites very slow.

I think hostgator is too much cheap as they have 0.01$/month price for baby plan. If you don't known about the price then let me known i will provide you details. Hostgator is best cheap and quality hosting provider. Another i recommend iPage.

Cheapest hosting providers are easy to find. But the problem is finding one not just cheap but also who has been around for while and providing a stable service and good support. It took me a while to find dozen of $1 shared hosting providers for my T1 sites. Good thing is I even found couple of hard to believe VPS offers too. Like 512MB vps for just $20 year which haven't had a down time since I bought it.
I suggest it's better if you dont compromise quality with price. If you go for a cheaper option you might be limited to some features which would be a problem in the long run.
I too will say, better to try the best than to just to find the cheapest one, as most cheapest host providers dont provide the security & infrastructure needed constant online of site with safety.
