It can sometimes, but there are a lot of other factors that influence low traffic. it could be a low search rank, where the site is too far back in a google search that people miss it, it could be the content on the site that increases our drop rate, or the design is either hard to navigate, too bright or too dark to read etc. Is there a specific problem you're having?

Depends on the time consumption, use simplified templates for low traffic sites, just have search something free templates etc., on the search you will get lot.

As Phoenyx said it depends on a lot of different factors. The most common one I have seen is when you can't read the text properly or the site just doesn't look good. I know I personally judge a website by whether it looks good
