View source code and find some footprint for that reply button like class or what ever...
Then go to your admin cp and to search in styles and enter that footprint,
if you don't know the style which is responsible for that reply button,
then try to locate the file which is creating this page and then in that file search for style..
if you know the style then select css file from the search in template results and play with that style until you get desired results.

Footprint is anything that can help you pin-point the location you are searching in the templates.
So open source code and find your bar, before that bar find the style class in which that bar resides, or something that can server as a footprint if you can't find the class.

this is what i think you are talking about correct.. I guess this is what is related to the bar but I don't know how to play with it to modify..any suggestions?
<div class="tcat">
<div class="tcatLeft"><div class="tcatRight foruminfo L1 collapse">
<div id="thread_controls" class="tcat_threadlist_controls">
These list the classes and IDs that affect the bar. You will have to go to the stylesheet and find these selectors to make the adjustments. You will be primarily concerned with margins and paddings.
There is an addon for FireFox and I think Chrome that will allow you to make adjustments and view the results in your browser realtime. You don't actually change the stylesheet, but you can play around without screwing anything up. When you find what you need to do you can go to the stylesheet and make the adjustments. I think it is called the Web Developer addon.
