For most people it is hard to beat WordPress. Another good option for those wanting to build a completely unique site is BlueGriffon. This is a WYSIWYG web design tool available as freeware (although there are paid addons) with Windows, Linux and Mac versions.

I prefer WordPress for cms and magento for e commerce. Both are free and php coded. Customization can be bit easy compared to other tools.

I'd recommend WordPress. It does a lot of things much more easily than HTML, including Responsiveness (i.e. automatically changing the layout on different screen-sizes), meta-tags, speeding up your site (with a free plugin), backup (with just one free plugin), Forms, good internal linking, effective design (with free Themes) etc. as well as making it a lot easier to work with content (such as allowing others to post articles on your site, without letting them get any access to other areas of how it works etc.).

It's easy to use and free.

Adobe Muse is a good place to get website created. My favorite is Photoshop as I like to design and then convert it to code.

Personally, I use both hand-coded and Wordpress based sites. It really depends on what my client is looking for and what is available with WP (and how easily integrated/modified available things are). When it comes to picking out a platform for coding, either notepad++ or Dreamweaver work fine. I usually use Wordpress (except for quick changes).

Wordpress will be a good place to start. It is free, has a lot of users, free themes, free plugins and is very easy to use.

It also has lots of free tutorials that can be found on Youtube.
