When I was putting up a number of WP blogs I uploaded a WP installation folder to the server and then copied the folder to the new site directories using the cpanel file manager. Copying on the server takes only seconds vs uploading individually to the new directories. I believe you can unzip and put your common plugins into the plugin folder before uploading the folder to the server, as well. I know you can put additional themes in the theme folder.
