Pinging blog comments in the search engine helps to increase the traffic of the website.

Yes it is good way to get fast index and crawl your website rapidly, but always try to do comments on do-follow and high page rank blogs hope you will get very fast and effective results.

I always ping those type of backlinks as google tend to ignore them. You can use linklicious free , ping farm , indexkings etc.. I use them all togheter to raise sucess

Always make sure that you write good comments and they are not spammy, then you ping them. That way they will stick.

You can ping only those sites that are having low traffic volume (can check by Alexa). High traffic sites already gets indexed by search engines on regular basis and there is no special need to ping them.

With the pingler firefox add on you can quickly ping any page that you commented on.

As long as you comment on blogs related to your website and keep with quality comments you definitely need to ping them.

You should ping as others have said because it lets crawlers know of your fresh content. I recommend you be careful with pinging too much though, as that can hurt you with Google at the very least and most like with bing and other engines. If you use Wordpress depending on the version is automatically pings new posts to some places.

Yes. Bulkping.com and Pingler.com is what I use as well as scheduled bmd ping processes. You can supposedly schedule pings for free at Bulkping at various intervals, but not sure if it's legit or not...
