Agree with you .... Even I'd opt for open link wheels from high pr authority sites. Now-a-days, Article submission is not as beneficial as it used to be earlier.

You should create some quality backlink to increase your pr. one pr 5 backlink is better than so many n/a pr links. You should not create link with site that has no value from google. Then your pr may decrease. Also you should create backlinks with mix format
Mix format is dofollow and nofollow mixing links
If you create only dofollow backlinks then google may penalize you So be careful to create backlink.
