I have never used link wheels and really just learned of them. What are your thoughts on them, good idea/bad idea and why, what would be a normal price and any recomendations on who to go with?

Yes i think link wheels are worth of it. If you make a really good link wheel you can increase your traffic and you will push up your site in google on top positions.
A other member here at IMT helped a few weeks ago in making a very goodl link wheel. My position in google ranked on site 4, after making my link wheel i walked to site 1 in a few days and now i made some more SEO and i'm on the second place with my keyword.
This is my experience, Last month, my site got penalty from page 1 to page xxxx. And then i build backlink with link wheels method. After several days, there is no effect on my site. But after 2 weeks, my site is go back to page 1.
So, i think google still love this link building method.
Yes, but leave them 'open' as in not closed off. The last link shouldn't go back to the first one. Instead link to another page in your blog related to your kws.
They have done nothing for my competitive search terms, may be helpful for low search phrases though.
So do you guys know anyone good at doing them? And I assume this is not safe for a site under a year old?

if you do correctly, you will get good result, but if you leave some footprints, i think it is not going to work, for example you accidentally pointing links to same IP

Link wheels do work, but you have to do them right. Use unique content on the web 2.0 properties, make them as random as possible, and you will have good results. Also, use video with them to get a better effect in the link wheel process.
IP spoofing or cloaking your IP for link wheels are nonsense; here is why, if you go to squidoo and make an article squidoo has you IP, not Google; Google will read the IP the link is coming from which will be squidoo's, and the same goes for any other web 2.0 property. The only reason someone would need to "spoof" their IP to web 2.0 properties is because they are spamming them and what to make it look like they are someone else writing the content with a different IP. However, if you are creating good content that is valuable to the reader then you can write on Squidoo or Hubpages all that you want. Those sites want good original content on them and they really could care less what IP it is coming from, only that you are following their guidelines and the same goes for every other Web 2.0 property out there.
Darkmoon, your explanation covers a lot about IP spoofing, i think people do the IP spoofing because they spread the spun content over all web 2.0 link structure. But i think the squidoo and hubpages is kind of powerful enough to pass some juice rather than other web 2.0 that is less popular

Squidoo and Hubpages are not going to allow the spun content or content that is similar because it affects their site. The dup content penalty that everyone is talking about is have the same or similar content on YOUR site, i.e. like hubpages. which if hubpages decided to accept ANY content, spun or not, they would be affect by the dup content penalty or otherwise known as the cookie cutter approach. Many article directories where affect by this because they didn't care about the content they accepted, even article directories which were paid.
IP Cloaking and what they may want to make reference too supposedly help them in the search engine are different class IP's, however no matter the IP your computer or if you move to another part of the world with a different IP, the same class IP will be coming from say Hubpages, as an article with links pointing back to your site. Now, Hubpages is big enough they may have servers across the world your article may end up with a different class IP, but it still coming from the main domain, hubpages dot com.
I realize that you can put spun articles on less authoritative sites, but there would be no purpose to use a different IP to submit the article. Google is not going to go, Wow, all the articles are coming from different IP's so we really like the links therefore we will rank the keyword high? I don't think so, it bowls down to hard work and common sense whereby link wheels have to be created with a little creativity of your own. I have talked to numerous people who THINK they know how to do a link wheel and their perception is skewed with the overall purpose of the link wheel. I hope this helps.
It looks like I need to research exactly what link whels are. It doesn't seem to be what I thought reading the post above. I thought it was more about feeding search engines around pointing back to one link in common. I do not want to spam as suggested above.
