I prefer social bookmarking overall because you don't have to rely on your submission being approved. Social bookmarks are usually posted instantly. With directory submissions a lot of directories have 1000+ sites in their queue still waiting to be reviewed, and some even go as far as to tell you if you choose a free link, it may take hundreds of days before your site is reviewed. Even though I prefer social bookmarking, I still do both.

If you have generated the profile in the Bookmarking websites then Bookmarking websites are much much better than Directories. Although now many webmaster dont rely on the Directory submission.

Social bookmark is more useful if you want to build more IP diversity in your link building campaign
But on it self, it doesn't give much value in google's eye, so it won't directly effect in your SERP

According to my point of few both (directory submission and social bookmarking) are effective for seo. but social bookmarking is better for directory submission. and Social bookmarking is used to create back links for website. and you will get quick indexing, high traffic and quality back links.

From the my point of view both directory submission and Social Book marking are good. Both are off page activity. Through the Social Bookmarking you can get fast traffic to your website. But if you want to get traffic on the home page than directory submission is good because in it you can get benefit at long time.

They are actually pretty similar links: anchor text title with a couple of sentences as a description.
The difference is that a directory link will stay on a category page with pagerank whereas a bookmark will disapear pretty fast. The bookmark can still be found but it will likely be on a very low ranking page like a user profile's bookmarks list.
Therefore directory links have the potential to be much more powerful especially on a site like yahoo or dmoz.
I prefer to spam with bookmarks for fast rankings and back them up with some quality manual directory submissions for the long term.

I think directory submission is better for SEO but social bookmarking is usually used as a source for direct traffic rather than SEO..
