Static url is very helpful in link building, if you find static pages only for link building then it would give you much benefit.

the main difference between static url and dynamic url is.........

Static url ends with .html, .htm etc...

but dynamic url contain ? marks as well...

I believe it's the Dynamic URL that can be trusted. As far as what I know.

It should make no difference, in most cases, if a URL uses static or dynamic content. The factors that are important to trust are content quality, stickyness of the site (time on page and low bounce rate), and quality off page SEO. Give your visitors what they are looking for and your site will gain authority.
