Regarding these backlinks I didn't tried as do not have any website to test them on. But I don't believe in free/cheap & good :)

no, make a huge link to your site at an instant time is looks unnatural for google.

I think it is not safe. Google likes natural activities only. so i think building links this way can decrease you ranking

noo getting u need to get quality backlinks that mean getting backlinks from .gov, .org , .edu etc
