Is it useful to buy backlinks from people who offer that service? I need to create some quality backlinks and I don't know how to do it. Will Social bookmarking help?

it depends on what links you are buying and from who

quality of quantity, a nice mix of diversity which would include social signals, bookmarks, directories, high Pr contextual links etc..

I wouldn't suggest to buy links. And social bookmarking is not giving expected results. There are very less dofollow SB sites.

It's usefully if you don't have enough time and patience to do it manually, but take care because if they use this service in a bad way , your website will be penalize in short time
