If they have 84 backlinks 100 or more will do, if they have 10,000 you need 10,000 or more.
Now these are just estimates of course because there are many many factors that play a big role. E.g. how many come from unique domains.

for example take wikipedia ..

they didnt had single backlink and they ranked solely on article at that time ..

so backlink depends on your compeititors volume .. how fast you wanted to do seo ? and this kinds of factors .. !!!

First of all I would like to say that there is no number of counts for backlinks. It's all depends on your website and your submissions. If you did a lot of submissions and you have created a lot backlinks with low quality sites with low PR then it will be not more than helpful for your website. But instead of this if you have generated a short backlinks with High quality website who has good PR than your website get good ranking as well traffic from those sites.
