Is there any Tool available to check a penalized website? like one article website which is penalized but you don't know about it, but for make sure you check it with a tool if it is safe?

I think it is not possible to find out a penalized website with any tool. If you discover a big distance to receive visitors than previous also your are not able to find out your site on the previous place on search engine then you should understand your site has been penalized

I came through that Google is working on it, but not sure how much they will take time to launch this service

How do you mean penalized? If Google really penalize a website then they deindex it. It means that all the pages are not indexed by Google. You check it if you search the domain in Google.

Or maybe you can use the webmaster tool, they will inform you if your site get penalized or anything similar.
